I would say pugs. They are very good with kids, and also great watch dogs! They are a toy dog. Very lovable, always wants to make you feel better, and almost everything else. Go to google.com, and type up pug pics. They don’t cost a lot of money, even though if you get a pure bread.

Try using this dog breed selector to find a dog that would suit you. You haven’t really included any information about exercise requirements, shedding etc…
Also, all dogs smell like dogs, get used to that.

Okay….
1) No dog is going to be miraculously good with a 3 YO and MANY breeders/shelters won’t sell/adopt dogs to families with young children - namely because they worry that the toddler will injure the dog or provoke aggression (very common in small breeds.)
You’re going to want a larger breed - over 10 lbs with 15 or greater BEST. The sturdier the better so it can more easily take rough handling while the toddler is taught proper dog handling skills.
2) Dogs should not be pad trained - they should be immediately taught to potty OUTSIDE. If you cannot bring the dog outside for whatever reason, then you should not get a dog. It is unsanitary and disgusting to have a dog **** or *** in the house - they are NOT cats.
Research proper potty training methods.
3) You don’t bathe a dog that often - once a month is okay but once every FEW months is best. Bathing too often creates dry, itchy skin. Is your family prepared for grooming and grooming bills if you choose a long haired breed?
4) Cost Rundown:
Dog - $100 - $1,000+
Initial Supplies - $200
First vet check (wellness exam)- $150
Spay/Neuter - $70-$300
Emergencies - $600+
Monthly fees - $100+
Optional Training (recommended) - $100+ per session/group of sessions
Optional Grooming (depends on breed) - $70+ every few months
Costs will vary by vet office.

I think a Corgi would be a great dog for your family. I had the same problem as you I had to convince my parents to let me get a pet, but after two years I finally got my rabbit. After all the begging, crying, and research it pays off at the end. Corgi’s are very great dogs. They like to run, bark, and get attention of course. These little guys crave attention. They would also be good for the children because they can be easily handled. As far as I know they don’t really smell. They are very friendly to humans, and get used to people quickly. I don’t really know what pad trained is but it probably means that the go to the bathroom on it. Lots of dogs especially when there puppies have accidents on the floor, couch, carpet, bed etc. If you don’t want to go through that hassle you can adopt an older Corgi from a shelter or rescue. If you do decide to get a dog please try to find your dog at an animal shelter, or rescue. There are tons of unwanted dogs, that get dumped in shelters and rescues year round. It would be helping out a shelter, and helping out that dogs life. These dogs are extremely playful. They love playing with other dogs, and humans. If you want a more mellow dog than adopt an older corgi. They are still pretty active. Dogs need a lot of space so please don’t keep them in a cage at home for the whole day. They will whine and will not be a good pet. As far as I know they should be fine with a Shih-tzu. I’m not positive that he’ll get along with your dog, so you may want to check that. It really depends on where you get them at some rescues and shelters there free, but you just have to give a little donation, to help cover for the expenses the shelter had so they could take care of him/her. If you do decide to get one from a pet store than who knows how much it could be. Pet stores are ridiculously overpriced. Their average life span is about 11 to 14 years. Corgi’s are ridiculously cute. It depends on which vet you go to. Usually a check up should at least cost thirty dollars. Same thing applies when you get it fixed, it all depends on where you go. It should cost at least 50 dollars. Earlier I said that I don’t think they stink. For more information Search about corgi’s. You can also go to a local library any read about them. Also try Wikipedia.
Good Luck!
hope I helped
