My elderly neighbor would like to adopt a dog for companionship after the death of her first dog. She is able to care for a dog, but can’t train one. So I’m wondering if there are any organizations out there that train dogs (not service ones) and then allow for adoption by the elderly.

A LOT of them match older dogs with elderly people for a discounted price.
Use that site to find the shelters near you and then call them to see what they say. Your neighbor could adopt an older dog from a shelter and it would likely already be trained in the basics and potty trained.
An older dog for an older person is the perfect fit!

My husband and I are in our 70′s, and a few years ago we adopted two small dogs. One was 6 and the other was 7. They had been raised together, but their owner had to give them up. They did have a few accidents in the house at first, and they had to learn trust and house rules. They have been easy to walk and fun to play with. We have never regretted it (except if we have to travel as boarding is expensive).
Your local Shelter or a Rescue organization would love to help place a dog with your neighbor. Older people can be matched up with a dog that is mature and has similar life expectancy. It is important for your neighbor to have plans to care for the dog, should she become ill, or bedridden. Lots of mature dogs would give anything for a good loving home.
Your local service dog foundation or seeing eye foundation will adopt out dogs that do not work out for them. Also breeders will sometimes re home their dogs that they no longer show or breed. Both situations would work out for you nicely.
